Britain and America have established a major commercial pact that will ensure no duties on UK medicine shipments entering the American market.

The Terms of the Pact

In exchange for the tariff guarantee, the UK has committed to increase spending on pharmaceuticals through the National Health Service (NHS). This commitment guarantees that duties on these key exports will stay at zero for a timeframe of the next three years.

This agreement is in response to recent threats to significantly raise duties on patented drug products, with potential rates floated up to one hundred percent.

"This agreement between the United Kingdom strengthens the international landscape for innovative medicines and brings much-needed equity to American-British drug exports," a statement noted.

Trade Importance

Medicines represent one of the UK's largest exports to the America, which is easily the biggest market for large companies like GSK and AstraZeneca.

Export figures reveal that in the year leading up to September, the UK shipped medicines totaling £11.1bn to the US. This amount accounted for 17.4% of all goods exports in that timeframe.

"This deal safeguards employment, boosts capital expenditure and sets the stage for the UK to emerge as a worldwide center for life sciences," a government official commented.

Key NHS Changes

The deal includes several key changes from the British government:

  • Price Threshold Increase: The UK will lift the price threshold at which it judges new medicines to be unaffordable by twenty-five percent.
  • Increased NHS Spending: There is a aim to increase overall NHS spending on treatments from 0.3% of the national economy to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The sum drug companies must return to the NHS to stay within budget will be capped at fifteen percent. Previously, repayments exceeded 20%.

Industry Background

The deal takes place against a long-running tension between the sector and the UK government over drug pricing and NHS adoption.

These tensions were intensified by claims that American consumers were paying a premium for the identical medicines than patients in the Britain and the EU.

Recently, several major drug company projects in the UK have been delayed or cancelled, while major funding commitments have been announced toward American operations.

One official acknowledged that the NHS had to increase expenditure on treatments, noting that its spending on drugs had shrunk as a percentage of its overall budget over the last ten years.
